第九章欧洲梦的普世化
欧洲已经变成了新的“山巅之城”。世界正瞩目于这项跨国治理的宏伟新实验，希望它能够提供某些迫切需要的指导，指出在全球化的世界里，人类将走向何方。强调包容性、多样性、生活质量、可持续性、深度游戏、普遍人权、自然权利以及和平的欧洲梦，对于渴求既与全球联系又同时植根乡土的一代人来说，吸引力与日俱增。
尽管断言欧洲“合众国”最终将如何成功还为时过早，但我认为可以肯定的是，在一个时空迅速消失、身份认同日益多重化和全球化的时代里，未来25年内将没有哪个国家能够自行其是。欧洲国家率先认识到世界正变得彼此倚赖的现实，并遵照它行事。其他国家将跟随其后。
出口欧盟模式
世界各个地区都开始采取步骤，建立自由贸易区和跨国政治联盟。北美自由贸易协定（NAFTA）、南美共同市场、美洲国家组织（OAS）＇1＇，它们都在试图初步建立跨国政治模型，协调它们的市场，并在发展地区规模经济中赢得某些全球优势。
在所有这些试验中，北美自由贸易协定是最不可能发展成为完全政治联盟的，至少达不到欧盟的那�
